A Houma native is among those who are renewing a legal challenge to that
requirement, saying it’s arbitrary and the test’s judges have no incentive to
allow new florists into the state.

“The test has nothing to do with quality control,” said Monique Chauvin, 42.
Chauvin is originally from Houma but has owned a flower shop in New Orleans for
about 10 years. “The public will decide who’s good or not.”

With the backing of the libertarian Institute for Justice, Chauvin and three
other unlicensed florists who filed suit in New Orleans March 4 seek to have the
requirement removed under civil rights law.
