HEATHSVILLE — Switching off his outboard engine and turning to a push pole, Steven Tillman fights a rising wind and outgoing tide on the Little Wicomico River. He maneuvers his wide, flat-bottom skiff into position for a haul.

Using a long hook to snag a lead rope, the waterman leans over to connect straps from the metal cage in the foot-deep water to the winch on the side of the boat.

He hits the trigger, and soon enough the truck-bed-sized cage filled with aquacultured oysters is hauled into the boat bed.
