Controversial Connecticut Shellfish Bill Dead For 2015

HARTFORD — Legislation that would have taken control of the state's shellfishing regulatory agency out of Gov. Dannel Malloy's administration has been quietly shelved by Senate Democratic leaders.

The controversial bill, which the legislature's legal staff warned was potentially unconstitutional, was "recommitted" to the General Assembly's Environment Committee Saturday. Such a move, coming only days before the legislature's Wednesday adjournment deadline, effectively ends the bill's chances of being passed in the 2015 session.

Another proposal designed to shift the state's Bureau of Aquaculture from Malloy's Department of Agriculture to the state environmental protection agency also was removed from the proposed state budget, according to an administration official.
