Mission Foods Corp., the largest manufacturer of refrigerated tortillas in the country, is expanding its tortilla plant in New Brighton.
The factory is at 1565 First Ave. N.W., an industrial building owned by 614 Co., based in Minneapolis. New Brighton City Planner Janice Gundlach said the building permit values the project at $2.7 million.
