Kroger Returns With Ruler Foods

After a years-long hiatus, Kroger Co. has returned to the St. Louis market with its Ruler Foods store brand, Cincinnati-based Kroger’s small-footprint, low-price format.

The company plans to open about 10 stores in the area over the next year or two, said Mark Belleville, a spokesman for Kroger subsidiary JayC Food Stores, which developed Ruler Foods. Of those stores, four Ruler Foods are already open in the Metro East, in Granite City, Collinsville, Highland and Belleville.
