Attorney General Martha Coakley filed a lawsuit on Thursday against the National Oceanic and Atmospheric Administration in an effort to block federal rules that severely limit the amount of cod New England fishermen are allowed to catch annually. Effective May 1, federal regulators cut the catch for Gulf of Maine cod by 77 percent, saying the limit is the only way to rebuild stocks that scientists say are heavily depleted. Ms. Coakley’s complaint says regulators violated federal law by not giving due consideration to the economic impact of the cuts on fishermen and by failing to use the best available science.
