In 2005, Tina Osso, executive director for Shared Harvest Foodbank, approached Kroger food safety experts about developing a protocol that would allow Shared Harvest to collect frozen and refrigerated items from the grocers Fairfield location on its sell-by date. In the two years that followed, the pilot program expanded to 13 more Kroger locations and other organizations got involved, with Freestore Foodbank in Cincinnati and The Foodbank in Dayton adopting locations in their region.
